Creating FLV file from mp4

I have an mp4 video. I created a .fla file with it and used a FLVPlayback component. There's also some Actionscript on a button. When I export a SWF, it's all good, but I cannot figure out how to create FLV file. I tried creating a .mov and then from there AME to .flv but to no avail. What is the correct workflow here (if any)? I do need an FLV file as the final output.
