cpu usage

While encoding my project to YouTube 720 settings, My cpu is only at 40% max. I try using my nvidia gpu (cuda) and open cl, and software.. The cpu remains constant with a max of 40% on all.. Is there a setting somewhere? Thanx Everyone..
