Quality poor in comparison to Compressor

We are running tests to find the best way to export commercials to TV stations. Our editing workflow is slowly switching over to Premiere Pro from Final Cut. It obviously makes sense to use AME for encoding tasks out of PPro. However, with the same settings, our results are poor coming out of AME versus Compressor. Below is an image showing both h.264 files encoded in AME and Compressor. You can clearly see how the AME version is having color issues in the red text. This is a CBR 45 Mbps encode with no automatic keyframe placement.
