media encoder is not creating the scc file in CC 2015 that it did using CC 2014

I export mpeg 2 files and create scc files with it. I have been doing this with CC 2014 but since I upgraded to CC 2015 it is not working. If I export in Prem Pro it will create the file, just not when putting in the queue for media encoder to do it in the background.
