Encoding from PPro, AME or AE

I have this very strange problem that I have been trying to solve for over a year and am no closer to an answer. I have these colorizations that happen from time to time and it appears when trying to use a previously compressed file. In this example it is a Hyperdeck recorded QuickTime (DNxHD compression) with a font placed over top:

and once the name font goes away it looks like this, which is normal:

If I was to use a simple AE animation (like text over a color or picture for EG) and then exported the file then placed it in the PPro timeline all would look good until I exported the file. In this case I have same colorizations but in the white or really bright areas. Again it seems to be a recompression thing, and even when using the Avid DNxHD codec which is master quality, same problem exists.

 

Now... this happens to me anytime I use any rendered/encoded video regardless of whether it's QuickTime or AVI. It seems that when I try and use compressed video I have these issues. It seems to be a re-compression thing as the video looks fine (perfect in fact) on the timeline, it's only when exported do you see the result. And by the way, when I do an uncompressed export I have the exact same issues.

 

What have I tried? Well, I've tried using many different encoding codecs on the file before using it in PPro and the result is always the same. I have tried rendering a compressed file (in this case I had some simple AE animations that I tried to render out in several different codecs) and the problem is still the same. If I use the AE (in this case) file dynamically linked it works as expected. Of course with a compressed video file like from the Hyperdeck the problem remains and I can't seem to figure this out...

 

I am using the latest CS6 (which I just switched to the Creative Cloud version) on a Dell dual Xeon Processor box with 32 GB Ram running windows 7 pro 64 bit. The video card is an nVidia 660 Ti (which replaced my older Quadro 4800 FX - BTW the problem happen exactly the same on the Quadro as the 660 Ti. In fact the 660 Ti outperforms the 4800 drastically in other respects). All my drivers/firmware have been updated. I have tried rolling different drivers back to no avail. Absolutely nothing seems to solve this problem...

 

so... anyone have any ideas/thoughts?
