AME CC cannot encode DV .mov at 23.98

Hey Adobe, please fix your broken preset for AME CC.

It refuses to encode DV .mov files at 23.98 (this was a known issue in cs 6 as well)

Even if I create a new DV 24p preset,

It ALWAYS encodes them to 29.97--This is not helpful, It needs to work.
